Do my headlights look off?

Hi all was driving back from dinner in the rain just now and noticed my lights were “scattered” making visibility a little bit harder.

From the pic they look a little high or slightly bleeding light.

This was about 25’ to the wall

Any thoughts or tips how to fix would be great.

I can’t say if they look off or not however our vehicles have a headlight level sensor. Check this and that can maybe help especially if you have had suspension work done recently it’s something that may not have been bolted back.
