how to heat up front inner plastic liner? (rubbing issues)

HI Guys,

I just installed 12mm spacers on my front wheel 19x9.5" ET22 (265/35/19) and i'm getting rubbing on the outer part of the inner black plastic liner. It looks like the liner has some ridges close to the outside on both the front and back of the wheel well.These ridges make contact with the tire when I turn the wheel both ways.

Any suggestions on how to heat the liner up and mold it flat? (propane torch ok?)
