Don't they have a $60,000 cap? Or something fairly low like that?

i think its 100,000 because this year they included the Maserati Ghibli (80,000 + sticker) and the Lexus RCF. I was a bit confused myself when i saw the RCF and not the m3/4, especially when they have an M3 in their long term garage, why not bring that along if BMW couldnt provide a test car?

Because the M4 participated in MT Best Driver's Car Competition:

This was a different competition than COTY.
