steering wheel shudder

hey , i know there is too many threads about his topic but i cant find any solution
i have bmw m4 2016 , i been having steering wheel
vibration more likely like shudder between 50 mph and sometimes around 80 mph , also it get worth in winter time , i went to 4 different shops to check it and couldn't figure out

what i did

1- i changed the front tires and road force balance
also i did that like 4 times
2- got new set wheels ( apex ec7) with brand new tires and still feel the shudder
3- i checked all suspension components and also wheel bearing no issue or movements
4- replaced rotors due i have vibration under braking
5- did an alignment 3 different times
6- also update the software for the eps
if you guys can help me because i cant figure out whats happening with car
