Just throwing straws at the wall, but any chance that you are PAYING for 91 octane fuel, but thats not what is in the tank at the gas station?

Maybe you should get a couple of gallons of gas from the place you have been filling up at in a gas can, and have that tested somewhere?
The dealer tested the actual gas and it checks out.

Interesting that the mechanic ran your car to redline 4-6 times. I would be asking for an over rev report now as well.

They (BMW) should be able to read knock, timing, throttle angle, pulse width, etc, etc and determine if the engine is performing at optimal levels or if its octane or otherwise.

If you continue to have issues with the dealer, I would contact BMW NA and open a case. Also may want to research/inquire about an "exchange of collateral" if they cannot repair/fix the issue. I took this route on the individual paint after my M3 arrived with individual paint that was less than satisfactory. BMW flew their paint director out to meet with me and document the issue. A short 2 weeks later they called to inform me that they will be replacing my vehicle with a brand new build. Might not work in your instance since you have a GTS, but worth a try.

Would all this be related to the fact that you stated that the GTS isn't consuming any water? Perhaps all of it is related to the water injection filter being clogged?

Dyno's are not reliable in this case. There are simply too many variables.

What do you mean the car "said" it was running on 89?

The fuel report from the ECU all fills are medium grade gasoline.

I asked for the report and the bmw technician said he has to call bmw for that. He can't run it on his own.

I had an X5 that I bought brand new in 2016. It had about 10 miles on it or so. After about 30k miles it started acting up, going into a limp mode losing power. BMW bought the car back from me last week after the 3rd visit and they couldn't diagnose it. If I were you I'd prove to them (which it sounds like they proved to themselves from a previous test) that its 91 and you refuse to take the car back. They need to buy it back and possibly give you an incentive to buy another car from them for your inconvenience.

I was also thinking about the post above...Maybe your paying for 91 but the gas really isn't premium???

We tested the fuel its premium and I have gone to two different shell stations and the selling dealer out of state put in 93 octane.

I'm trying to get them to take it back but their attorney is a real arrogant ignorant fool.

Right yeah, it was tested...obviously it was 91...that was a dumb contradiction by me, my bad. BUT at any rate refuse the car. If your a previous BMW customer they want your business and to keep you in the brand. Especially if your a higher end client. My purchases have never been over 100k and I barely had to put up a fight.

I don't think they want people finding out they bought a GTS back. Every time I take the car in for fault codes that pop up they charge me $200 and also they say the fault codes are "normal fault codes" 😂😂😂😂 why are they called fault codes?

I asked them to test it again and it wasn't done. I took my car in again and let's see if they perform the test. I strongly suggest requesting the "Fuel Grade Test Plan"
Check out YouTube video of this GTS problems. His has exact same issue.

I went to 3 different shell gas stations as per the gas flap and it showed the same. Also, the selling dealer put 92 octane in the car. Same readout.

For what it's worth you can run that fuel test in ISTA anytime you want to, so the techs lying about that. I just went out and ran the test on my m2 competition.

Also I hear ACN 91 isnt even as good as "normal" 91 so it's very possible the report isn't wrong when combined with the fact the GTS has an aggressive timing tune. The knock detection system is so good in these cars that they can tune it for somewhere between pump and race gas so that people can take advantage of race gas and still not damage it on pump, so you honestly may have nothing to worry about.
