I think these peeling off spot were caused by bird poops, would a paint touch up kit fix these? I prefer not to respray the whole hood.

Yikes. Touching that up would require some serious skill. Many steps to sand, paint, clear coat, sand, polish, etc. I would try to just polish them out and see how it looks. If you can't deal with it, take it to a pro. Some paint repair places could probably make them look a lot better without respraying the whole panel.

Definitely not a DIY, and touch up paint would further complicate the problem. It would just be a band-aid not fixing the root problem.

Strongly consider repair and repaint and PPF the hood.
