When did the Competition Package become available?

I'm looking to buy a used M4, and I want the Competition Package.

What year was this option first offered? I see plenty of 2018 models that have it, somewhat fewer 2017 models, and zero 2016 models.

ZCP was first available for MY16, but not until March 2016 production which was just a few months before the end of the model year. So there are not nearly as many MY16 examples out there compared to MY17, MY18, etc.
