I'm trying to understand the logic here... maybe I'm just missing something. Is he saying the balancer would fall off if the CBC failed? That would imply that all 8 bolts miraculously broke and would allow the balancer to fall off.

Ya I was planning to add the CBC on top of the 4 pin SSR crank hub but after he mentioned that it could potentially bring down the balancer, I guess because it sits on top it can break off . I mean I’ve read a lot of folks are just using CBC and it’s been fine. Just didn’t want to regret anything lol

I'm aware that if you remove the crank hub bolt, it cannot be reused. I am about to have the capture plate installed. I just want to have the crank hub bolt, tightened 45 degrees/ or 1/4 turn, before installing the CBC. I'm aware some shops when installing new ones, tighten it "extra." What are your thoughts?

That's just "impossible"
In addition to having to lock the entire engine to achieve this, the screw is for one use only, it stretches when it is tightened the first time. If you really want to do that, use a new screw, and make sure you do it in a workshop with the right parts to lock the engine

It's been done plenty of times but generally speaking isn't recommended for the reasons already outlined.
