There is some truth to the paint quality and technologies used now and 15 years ago. Most automotive paint now is water based, yes water... due to stricter environmental laws and anyone who owned an e46 and an F8x can attest that the paint/CC on the e46 was Hard.

The F8x felt softer in comparison but regardless nothing should peel like that but given this is a plastic area, it requires special chemical additives to increase adhesion, so maybe a bad prep job at production or ...

Tip to the OP, buy any insect remover, keep it in your car, spray on and let it dwell for 5mn then pressure wash it down. I've been using a pressure washer (electric 1850psi) for 17 years with no issues!
