according to this, you have to pay unless you have proof, or your car is more than a year old:

Being registered for the first time in the Commonwealth and the applicant holds a valid, assignable title or registration issued to him by another state or a branch of the United States Armed Forces and (i) has owned the vehicle for longer than 12 months or (ii) has owned the vehicle for less than 12 months and provides evidence of a sales tax paid to another state. However, when a vehicle has been purchased by the applicant within the last 12 months and the applicant is unable to provide evidence of a sales tax paid to another state, the applicant shall pay the Virginia sales tax based on the fair market value of the vehicle at the time of registration in Virginia;
Correct. When I transferred my old car to VA, I had my title in hand, which had my original purchase/title date on it. I couldn't remember the time of ownership off the top of my head you needed. You'll need a safety and emissions test before going to the DMV to title and register. I think title was $10 and registration/plates $30 for a year. I got a license too while at it. Spent something like $70 total.

digging an old thread.. do you guys know if VA counties assess property tax based on clean-retail base price of the car or with all installed specs included? I know they do use NADA guides in assessment

Well brand new it appears to be just the base value. Either way expect to pay at least 2k or more per year.

So we moved our cars from Arlington to Fairfax this year. My Arlington assessed value was about $49.5k, but Fairfax came up with $54.9k. My wifes car was also valued about $1k higher. In both cases its about 10-11% higher. Such a scam. Anyone else having issues this year?

Well, it takes some time until you receive the proportional property tax. Receiving a tax takes much more time than paying it, haha. Be patient for a while; if you don't, you will have to ask yourself questions and call the law enforcement officers to clarify these issues. This is the situation when you are put on hold for property tax. I often analyze my check stub and am shocked to see what large sums go monthly for taxes. Much too large sums that we could have benefited from. But we can't because of the laws.

This.

Paying taxes on a leased car is even more of a scam. You don't even own the car, why are you being taxed for it? lol

This got me thinking, if a friend of mine bought a car from out of state and needs to title it in VA, but his loan agreement has the car listed as a 4-series which is technically true. The old title for whatever reason does not have the model listed. Will his assessment be based on a 4-series? This is all hypothetical of course...
