No, Receive PM is not working for you:

h@nsX5 has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

Sorry, I do not send emails. Your PM should be working if you enabled it.

Make sure you have PM enabled under your account settings.

Control Panel => Edit Options => Messaging & Notification and Check these boxes:

Enable Private Messaging
Receive Email Notification of New Private Messages
Show New Private Message Notification Pop-up
