If you clear the code, does it come back immediately?

Yea i let the car sit and tried clearing the codes but it just comes back instantly. I inspected my charge/j pipes no boost leak n the wastegates themselves r plugged n seem fine from just looking at. Maybe i should take it apart n inspect further.. Have no idea what it could be atm might just end up taking it to a shop. Tried seeing my wastegates position target thru mhd as well it moves from 70 n stays at 100 when the csr is fully idled.
