Any clue how this was done? Sequential turn signals on LCI 2 headlights

I've been trying to research how this was done because I think it would be neat to match the GTS style sequential turn signals I have in the tail lights btu I can't seem to find anything anywhere on it other than the owner on Instagram. Tried reaching out to them but nothing, so seeing if anyone here would know.

Those do not look like OEM headlights.
