Is it only in the left charge pipe? That's what it looks like. If so it could just be the pcv system letting some oil back in the intake, the pcv hose recirculates only to trough one turbo and out the charge pipe on the left. A way to help solve this issue is get a catch can. You also could have excess blow by trough pcv that can cause to turbo seals to leak or there just worn out. My left charge pipe looked a little like that also so I put on a catch can.

BMS catch can. Took me 5 minutes to install it since it reuses am the OEM connector.

By the way, it's not "pvc", which is polyvinyl chloride, a type of plastic. It's pcv - positive crankcase ventilation. The output from that is directed back into the intake tract The oil vapor problem used to be really bad in the early N54 engines - when I swapped out the FMIC on my '07 335i, oil immediately started dripping out of it. Thus was born the above mentioned oil catch can. But in the OP's case, it may be wise to also check that there's not an oil leak in the turbo connected to the pipe with the residue.
