Brake dust baked onto rims
Post similar long ago in cosmetic sub without much help. Does anyone know how to get baked on brake dust off the barrels? I’ve tried acid based wheel cleaner, ironx, aggressive cutting compound, and other stuff like barkeepers friend. I’m at a complete loss, I love how these rims look and just want to restore them. Any suggestions?

It looks to me like the clear coat is cooked in those areas. In my opinion best option is to have them re-powder coated.

That Dawn "super cleanser" should work - the kind that's in a spray bottle. Spray some on, let it sit, then use a brush to agitate it and then rinse with water.
