Looking at these breaks could previous owner messed with the mileage?

Turned out the guy I bought the car from is not very trustworthy so I am having lots of doubts on things. Do these look like it would have 28k miles on them?

Hard to say, if for street use, ask the seller to measure thickness with a proper caliber and send your pictures. If for track, they have a lot of life in them.
Mileage guessing is hard, I can destroy you a set of from rotors in 1 day on track if you want lol.

I see 0 stress cracks and your clapiers are still blue, I would suspect the car has not seen track or even if it did it was ultra light.

What are you worried about exactly?

Was it driven in a lot of stop and go traffic? The rotors do look worn but as others said, not crazy track use of the calipers are still blue.

About him having a mileage stopper on. Just wanted to get opinions if the amount of wear matches the 28k miles

tire/brake wear has a lot to do with driving habits, mileage indicators not always telling...

Looks like you're from California. If the car was local, do you think it's possible he did some aggressive canyon driving? I've made rotors look worse than that in 10k miles.

Just drive the car and stop worrying.

looks totally possible for 28k miles "driving it like you stole it"

Might want to get yourself some new pads and stop stressing.

Looks normal for 30-40K. The brakes take forever to wear with normal spirited use (not track). You can expect another 30K easy. The rotors wear with the pads so the end ridges are okay.
