I tried that. Scrapes on the pavement rather than the driveway and the pavement is much rougher.

You could use some cold patch asphalt type product to flatten the driveway/street out. Something like this:

From what I have seen, that stuff is better at filling holes, but not at building actual asphalt sections like you would need to make a driveway less steep. It doesn't stick to itself nor the asphalt well and would start to break down in short time. Ever been to the ghetto and seen some of those really shitty steep driveways where they poured this stuff out? Looks horrible and I'm sure the city would be on my ass for ruining their nicely paved road.
