Pressing axle into hub

Hey having issue getting the axle back into the hub. i can get it in but not enough to expose the threads. can anyone tell me whats the bests way to get the axle stud into the wheel hub.

I tried to get a brand new axle into a brand new hub and couldn’t do it. With that tool it took less than a minute.
