F80 M3 launch control failure

turn off traction, set transmission to S3 press the brakes and floor it and hold both brakes and gas down.
But the engine speed is limited, what's the problem?

Car looks to be warmed up to me, but I will say on colder days I need to drive minimally 15-20 minutes before it engages.

I thought the same as TrueNorthM3. Bring your car fully up to temp and try again.

I drove no less than 20KM,I changed the intercooler,so the water temperature looks low.

Transmission Temp need to be set up. Engine Temp also.
Try first 3rd/4rd/5th run two times, them try to engage Launch Control
