It's a Seiko SRPD, which replaced the Seiko SKX007. They're incredibly modifiable (you can change the hands, dial, chapter ring, bezel, bezel insert, sapphire, or even the case. Modifying dive watches is a lot of fun. Check out the NamokiMods and DagazWatch sites if interested.

High end as in Omega, Hublot, Panerai, Jaeger LeCoultre, IWC, some Breitling, Ulysse Nardin, Bell and Ross. Thats a wide variety but hope that helps.
