Wobble/impact noise after changing wheels+tires

Recently changed over wheels + tires with the following specs:

19x9.5 et22 265/35/19 MPS4S
19x10 et38 285/35/19 MPS4S

Front passenger side started off making a slight rubbing noise. I assumed it was the tire rubbing against the fender liner. After a few more drives, I noticed that the rubbing now sounds more like an impact noise. The noise seems to go away under acceleration but is very noticeable when either braking or coasting. I recently put the car up on jack stands and when rotating the wheel while hanging, no rubbing or impact was seen or heard.

Could this be attributed to the stock length lug bolts at all? I'm awaiting delivery of a stud conversion kit to see if that remedies the issue.
