As E-Sys Launcher PRO 2.8.2 will expire towards the April 2020 I would like to get hold of a copy of Launcher PRO 3.7 any ideas where I can get it?

There is only one place, and that is via the developer TM. Unfortunately, he is difficult to get in touch with.

As an alternative to Launcher PRO, you can use E-SysX:

No, ISTA is not included.

You can use E-Sys Launcher PRO 2.8.2 for free, at least until April 2020 when it expires:

You should use latest Launcher PRO 3.7 if you can get it, along with E-Sys 3.27.1 for Coding, and #-Sys 3.3x for CAFD Injection & Flashing.
