Manual 2017 M4 weird throttle

Hi guys I've got a 2017 manual m4 and when I got it 4 months ago she pulled strong from low revs and came on boost early from below 2000rpm but one of my turbos started blowing smoke now and again and i found it starting to be laggy not pulling till 3000rpm or above and laggy after changing gear , I found it to be using oil 2 so I got 2 reconditioned turbos and fitted them had to swap over the actuators from the old turbos and she's perfect oil wise and that and has plenty of power but is still laggy up to 3000rpm then goes like a scolded cat it's the lag I'm Tring to get to the bottom of as there is no codes or that in the dme anyone had the same problem thanks
