Do I need timing tools to replace exhaust cam ledge bolts?

As the title suggests, I need to replace my exhaust cam ledge bolts as I have a tap a few minutes into cold start which goes away when the car is warm. No sign of metal in the oil.

I was looking to DIY this and just replace the valve cover while I'm at it.

ISTA shows cam removal and requires timing tools to lock TDC in that procedure. However, I can't find anything on the cam ledge bolts alone. Would it be okay to just do each bolt one by one? (i.e. completely remove bolt 1, replace new bolt 1, torque bolt 1, move to bolt 2 etc).

Car is not under warranty and I do not want to shell out 3k in labor. Local BMW shop that I got my CH done at takes way too long.
