Downpipes can be ceramic coated. Powdercoat on Downpipes would burn off in minutes due to the extreme heat generated. Aftermarket charge Pipes can be powdercoated, companies like ER offer this as an option.

As Tom mentioned, downpipes should be ceramic coated not powder coated.
It will run you around $90 ... Make sure you choose a coating that can withstand the heat

Check out Cerakote for high temp ceramic coatings
